Walnut Creek voters appeared to approve both measures on the city’s ballot in Tuesday’s election, while two new members of the City Council are joining after winning in an uncontested election for the seats.
Measure U
Voters showed strong support for Measure U, a citizen initiative that proposed to amend the city’s general plan to rezone a 2.4-acre site at North California Boulevard and Ygnacio Valley Road near the Walnut Creek BART station to mixed-use residential to accommodate senior housing.
Measure U, which had 71% of the vote in the unofficial initial results from Contra Costa County elections officials early Wednesday, needed just a simple majority to pass.
The measure was backed by Hall Equities Group, a Walnut Creek real estate firm owned by Mark Hall, who also owns the Shadelands SportsMall and other local sites. The firm bought the site near the BART station in June 2025.
The Yes on Measure U campaign website said “the traditional rezoning process can take years, cost substantial time and money, and involve multiple rounds of review and negotiation,” while the initiative process allowed organizers to let “Walnut Creek voters decide the zoning question first” before any discussions about specific building plans at the site.
No ballot measure was submitted in opposition to Measure U.
Measure T
Measure T proposed changing the city treasurer to a position that is appointed by the city manager rather than being elected by the public. The change needed a majority vote and had the support of about 60% of voters as of the latest report early Wednesday.
Advocates said the measure would ensure that the city treasurer is qualified to serve and noted that fewer than 10% of the state’s cities still locally elect their treasurers to oversee municipal finances.
Opponents, including Contra Costa Taxpayers Association vice president Denise Kalm, said in a ballot argument opposing Measure T that the city previously rejected the change in 1956 and 1996 and would weaken accountability.
City Council
Brendan Moran and Cherise Marie Khaund were elected Tuesday as the only two candidates who filed to run for the two open seats on the Walnut Creek City Council.
Moran is a real estate broker and small business owner who was on the city’s Planning Commission. Khaund is a community organizer who was also a planning commissioner for the city and former Mt. Diablo Unified School District board member.
Matt Francois and Cindy Silva are the current members on the five-person City Council, which voters elect to at-large seats.
