The San Francisco Department of Elections will begin this week issuing ballots for the Nov. 3 election to more than 11,000 local voters serving in the military or living outside the United States, the agency announced Thursday.
Military and overseas voters receive their ballots earlier than other voters under federal and state election laws, department officials said.
