THE DAY AFTER Berkeley Fire Department inspectors identified seven wildfire safety violations at Staeppan Snyder’s property, he began clearing vegetation within 5 feet of his house.

That’s the new Zone 0 rule adopted by the city, part of the Effective Mitigations for Berkeley’s Ember Resilience initiative, known as EMBER. Inspectors at his house found plants too close to the house and vegetation beneath a redwood tree that could carry flames from the ground into its branches.
