American Canyon annexation hearing stalls as LAFCO shakeup fuels residents’ mistrust

A proposal to add 87 acres of unincorporated land into the city of American Canyon was further delayed Friday amid a leadership shakeup at Napa County’s Local Agency Formation Commission, which regulates municipal growth.

Napa LAFCO Executive Director Brendon Freeman, who joined the agency 18 years ago, was placed on paid administrative leave following a performance evaluation by agency commissioners at an Aug. 27 closed session meeting, just two weeks before a hearing on the hotly contested acreage just north of the city.
