The family members of three people who died after police encounters spoke Tuesday before the Marin County Board of Supervisors, as one family prepares to file a federal civil rights lawsuit against the county and the Central Marin Police Authority.

Amy Barry and Angel Miniaci, the sister and son of 55-year-old Tammy Manzanilla, filed a tort claim in July along with other family members. The claim alleges that Marin County sheriff’s deputies, jail staff and police failed to provide adequate medical care to Manzanilla.
