Solano County Supervisors will meet Tuesday to discuss draft legislation that could push forward development of a massive shipyard project along the Sacramento River just days before California’s Legislature closes out the year.
The proposed law, dubbed the Solano Maritime and Manufacturing Act in a draft released Monday, was brought to supervisors in 2025 by the team behind tech billionaire-backed California Forever and has garnered support from Gov. Gavin Newsom’s office. The bill seeks to rearrange 1,350 acres of agricultural and water-dependent industrial land in southern Solano County — part of the Collinsville-Montezuma Hills area — to plot an ideal area for maritime development. According to the draft legislation, the move would designate some existing agricultural land to be water-dependent industrial without the need for public input.
