Plans for a large, market-rate apartment complex in Vacaville will move forward despite some pushback from residents and housing advocates who question the city’s prioritization of above-market instead of affordable housing.
The 82-unit Sapphire Luxury Apartments is planned for a long-vacant lot at 561 Peabody Road, next to the Dollar Tree. The project applicant is JG Estates, a Fairfield-based developer, according to planning documents.
