The city of San Pablo has appointed Melissa Tigbao as its new public works director, the city official responsible for overseeing the city’s infrastructure projects, transportation systems and maintenance operations.
Tigbao, a 50-year-old Vallejo resident, brings more than 20 years of experience in East Bay public works roles to San Pablo. She most recently served as the city of Pacifica’s public works director since 2025, according to a statement from San Pablo City Manager Matt Rodriguez.
