At a packed meeting Tuesday, the Fremont City Council voted unanimously against adding a city charter to the November ballot.
Fremont voters will need to wait until possibly the next municipal election in 2028 to decide whether their city should remain a general law city beholden to state laws or transition to a charter city with its own local constitution.
