Sausalito officials said city services will continue without interruption following the arrest of City Manager Elaine Forbes, who was taken into custody while on a leave of absence.
City Council members said in a statement that Acting City Manager Brandon Phipps is overseeing daily operations with support from city staff.
City officials declined to comment on the allegations against Forbes, citing an active investigation by the Marin County Sheriff’s Office.
At a July 21 City Council meeting, Mayor Steven Woodside asked the community for “patience and compassion,” saying the situation requires balancing individual privacy rights with the public’s interest in accountability.
To help maintain continuity, the City Council also asked former City Manager Chris Zapata to return in a temporary advisory role of about 15 hours per week through Aug. 23.
Zapata, who served as Sausalito’s city manager from 2021 to 2026, is now the assistant county executive for Marin County.
