A local emergency proclamation was approved by the Napa County Board of Supervisors this week following heavy rainfall and damage from a storm on Feb. 4.
The atmospheric river dumped heavy rain throughout the county and caused flooding, landslides, fallen trees and damaged roads and bridges, according to a statement from the county.
