Reopening
Schools
All K-12 schools open for in-person classes. Schools must complete and publish a COVID-19 safety plan. Masks not required for students or staff.
Libraries
All locations open, with curbside pickup also available at Albany, Centerville, Castro Valley, Dublin, Fremont Main, Newark, San Lorenzo, and Union City libraries. Masks optional inside all library branches.
Personal Services
Hair salons and barbershops, non-medical massages, skin care, waxing services, tattoo, piercings and non-medical electrolysis can operate indoors.
Parks
All county-operated parks, picnic areas, outdoor fitness equipment, basketball courts playgrounds, dog parks and outdoor recreation facilities are open. Information about different county parks and their status can be found at the link.
Religious Services
Places of worship can hold cultural, religious and worship services indoors and outdoors at full capacity.

Bus schedule can be found at link below. Personal protective equipment and hand sanitizer available on all buses. Masks recommended but not required onboard.
Government Services
Courts
Civic and criminal jury trials are proceeding. Jurors can be summoned for new trials. Masks not required indoors.
City Buildings
Remain open, but online processes encouraged, including permit applications, tax payments, and ordering copies of vital records. Masks recommended indoors.
DMV
DMV offices are open and providing service to customers. Most DMV tasks can be taken care of without an office visit. Visit https://dmv.ca.gov/portal/dmv-online/ for information on online services.
Evictions
Local eviction protections in effect through April 29, 2023, for qualifying residential tenants who could not pay rent due to COVID-19 related hardship.
