West Oakland residents may soon breathe a lot easier thanks to a rule adopted Thursday by the California Air Resources Board.

The board updated its regulation of commercial harbor craft like fishing boats, tugboats and ferries to reduce pollution by those boats. Harbor craft operate near land and the updated regulation is aimed partly at improving air quality in communities like West Oakland, which is near water and considered disadvantaged.
