A state assemblyman has proposed legislation to decriminalize jaywalking, which he said is often arbitrarily enforced and disproportionately affects people of color.
Assembly Bill 2147, The Freedom to Walk Act, would decriminalize jaywalking when the roadway is clear to cross.
