The Vallejo Housing Authority, which funds Section 8 housing and homeless services in the city, locked its doors almost a year ago after announcing a switch to an appointment-only system, citing personnel issues and dwindling reserves. Appointments are available from 8 a.m. to noon on Tuesdays and Thursdays.
