Fremont residents packed City Hall on Tuesday for the second and final public hearing to discuss whether the city should remain a general law city beholden to state laws or transition to a charter city with its own local constitution.
“At its heart, this initiative is asking one question,” said Mayor Raj Salwan. “Who should write the rules of how Fremont governs — Fremont or Sacramento?”
