Three California Department of Transportation employees have received the Governor’s State Employee Medal of Valor for acts of heroism performed while aiding people in life-threatening situations, the department announced last week.
Tobin Hook, a landscape associate, and Anthony Coscia, a transportation engineer, both from District 5, received the Gold Medal of Valor for rescuing a drowning woman from the Pacific Ocean near Davenport in Santa Cruz County on Aug. 29, 2024.
According to Caltrans, the pair helped bring the woman to shore and administered CPR and other lifesaving measures until emergency responders arrived.
Steve Quinliven, a District 1 equipment operator, received the Silver Medal of Valor for assisting a distressed motorist on May 12, 2025, in Mendocino County.
Caltrans said Quinliven provided first aid and remained with the woman after her vehicle became stranded on an embankment below State Route 162 until emergency personnel arrived.
