The Vallejo City Council voted on Tuesday to appoint Beverli Marshall as the city’s new interim city manager.

Marshall replaces outgoing City Manager Michael Malone, whose last official day will be April 18, according to a news release from the city.

Marshall received a bachelor’s degree in sociology from California State University, Bakersfield and a doctorate in business administration and management from Alliant International University in Southern California, according to her LinkedIn profile. She was the city manager for the City of Glenwood Springs, Colorado in 2023.

Marshall’s salary will be based on an annual amount of $278,000 while the search for a permanent city manager continues. She began her tenure on Wednesday.

Malone said in a statement that he wished his replacement well.

“I wish the City of Vallejo and Interim City Manager Marshall all the best in moving forward on the progress we’ve made to improve service to residents,” he said.

Mayor Robert McConnell said Marshall had a “wide breadth of experience in many areas that will assist the City and its citizens in understanding the complexity of the many issues that must be solved.”

The City Council passed a resolution honoring Malone’s career with the city, which began as a water utilities director in 2017. He was appointed city manager in 2021 and announced his retirement in October.

“The City of Vallejo wishes Mike and his beautiful family all the best in a joyful and well-earned retirement,” the proclamation said.
