Daly City officials have opened an enforcement case to address an unpermitted fence near Thornton State Beach that city staff say blocks public access and poses safety concerns.

The city said the fence was installed without required permits and appears to extend into public areas, including parts of the public right-of-way, interfering with long-established coastal access.

Officials are confirming property ownership, issuing notices of violation, and coordinating with the California Coastal Commission, which supports the city’s actions.

“Our priority is restoring public access and addressing safety concerns,” City Manager Thomas J. Piccolotti said. “We understand the community’s frustration and are committed to enforcing the law fairly and responsibly.”

City officials said updates will be provided as the enforcement process continues.
