Santa Cruz County has released an updated draft ordinance regulating the siting and development of Battery Energy Storage Systems, with the proposal scheduled for consideration by the Board of Supervisors on Jan. 13. 

County officials said the draft ordinance aims to preserve local control over where and how battery energy storage systems are built and operated, with an emphasis on public safety, environmental protection, and compatibility with surrounding communities. 

The updated version includes revisions based on feedback from supervisors and the public during a Nov. 18, 2025, board meeting, a press release issued Friday noted. 

The ordinance is intended to balance the county’s renewable energy and climate goals, including improving grid reliability and reducing blackouts, with land-use standards and environmental stewardship, officials said. 

The proposal reflects more than a year of planning and public discussion. 

Before adoption, the ordinance will undergo environmental review and be considered by the Planning Commission and other advisory bodies, providing additional opportunities for public input.
