The San Rafael City Council has taken the first big step on the road to building a new main library, selecting a development company to manage the project.
The Council voted 4-0 at its Oct. 6 meeting to award a project management deal worth more than $4.4 million to Griffin Structures.
The contract runs through 2031, when the library is scheduled to open, and includes project management, community engagement, oversight of the construction contract award and the design and planning process, as well as on-site management, according to city officials.
The project is made possible by Measure P, which San Rafael voters passed with 52% of the vote in November 2024.
Measure P is a parcel tax that will raise nearly $6.4 million annually for 30 years for construction of a new main library and community center at Albert Park.
“This project represents a generational opportunity for our community and is going to be one of the largest investments in the city’s cultural and civic institutions,” said San Rafael assistant city manager John Stefanski.
Griffin Structures, with offices in Santa Clara and Irvine, has helped build more than 70 library facilities and community centers, according to city officials, including the Burlingame Community Center, the Salinas Police Services headquarters and the Piedmont Aquatic Center.
